Norbert Edward Higgins was born on 4-SEP 1917 in St. Louis City Missouri.  His father was John Edward Higgins (1879-1943) and his mother was Elizabeth B. Meehan Higgins (1888-1946).  Norbert had three sisters: Bernice (1910-1980), Mary (1911-1979) and Marcella “Marge” (1914-1964). Norbert attended McBride High School in St. Louis.  Norbert left high school in 1934 to help support his family.  At the time he was living at 4134 W. Lee Ave in St. Louis.

Norbert enlisted in the Army on 30-DEC 1942 at Jefferson Barracks in St. Louis and was assigned to the Army Air Corps.  He was 25 years old.  Norbert completed one month of basic training.  His listed civilian occupation was “Clerk, General.”

The Army’s summary of Norbert’s civilian occupation:  “Worked for St Louis Public Service Company 577 Debaliviere Street, St Louis MO from 1934-1942.  Worked in Receiving office collecting receipts and records from conductors.  Turned in reports to accounting department.  Started at Public Service 3/4/1934.”  

Naturally, they made him a COOK.
